PROBLEM TO BE SOLVED: To realize improvement in communication quality by enhancing error correction decoding capacity after cord block segmentation process. SOLUTION: In a CRC bit adding part 102, CRC encoding of transmit data stored in the first memory part 101 is performed. In a cord block segmentation processing part 105, data after the CRC encoding are divided so that a CRC bit may be placed in a tail end based on the number of data to which the CRC bit is added by the CRC encoding. Error correction encoding of each divided cord block is performed in an error correction encoding part 106.
