PROBLEM TO BE SOLVED: To provide an ISDN terminal NCU capable of corresponding to an ISDN telephone line by the equipment of an existent meter read center. SOLUTION: In a terminal network controller constituted by connecting a telephone network 8 provided with a telephone exchange 7 to the meter read center 20 through an analog telephone line 10, connecting the ISDN terminal NCU 1 to the exchange 7 through the ISDN telephone line 9 and connecting an ISDN telephone set 31 incorporating a DSU 101 to the NCU 1, an OCU (station terminating device) part 102 to be connected to the set 31, etc., the DSU 101 to be connected to the part 102 and an analog line interface 2 to be connected to the center point of the DSU 101 and the part 102 constitute the NCU 1 and the meter 6 is connected to the analog line interface 2 through an analog terminal NCU 5.
