PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material excellent in conveyability during processing in an automatic heat developing machine, free of the rise of fog after development and having improved stability under a change of development conditions, and to provide an image forming method using the photosensitive material. SOLUTION: The sensitivity of the heat developable photosensitive material containing silver halide, an organic silver salt and a reducing agent on the base has the relation of the inequality log(S0/S11)<0.7 (where S0 is sensitivity obtained by heat-developing the heat developable photosensitive material at 120 deg.C in 25 sec and S11 is sensitivity obtained by heat-developing the heat developable photosensitive material at 120 deg.C in 20 see). Sensitivity expresses the reciprocal of light exposure giving a density of 2.5 when the heat developable photosensitive material is heat-developed.
