PROBLEM TO BE SOLVED: To provide a method of inhibiting poor germination and undergrowth of plants by attaining easy and exact dissemination even in the case that the seed size is small. SOLUTION: The plant seeds are enclosed in water-based gel capsules and refrigerated under the conditions in which no seed germinates, and then the seed are sowed whereby poor germination and undergrowth of the plant can be inhibited.
