PROBLEM TO BE SOLVED: To provide a manufacturing device for floor cushion capable of automatically performing the process for successively carrying an outer cover carrying retainer to a prescribed position, except the installation of the outer cover of a floor cushion to the outer cover carrying retainer by a worker, filling cotton material supplied through pressure air to the outer cover, and separating it and transferring to the next process. SOLUTION: This device comprises a first carrying part 18 having a plurality of outer cover carrying retainers 17 equipped with an installation part 16 for the outer cover 6 to be fitted to a cotton material filling port 4a juxtaposed therein, which successively carries the outer cover carrying retainers 17 from an outer cover installation position A toward the filling port 4a in the horizontal attitude where the outer cover 6 is installed to the installation part 16; and a second carrying part 19 for successively returning the outer cover carrying retainers 17 from a filling port position B to the outer cover installation position A in the suspended attitude where the outer cover 6 is separated after the completion of cotton material filling.
