SUBSTANCE: reactor is charged with SiC-containing catalyst with surface area of at least 10 sq. m/g heated to 300 C or lower, e. g. to 150 C. Mixture of CO and Cl2 is allowed to pass at molar ratio of 1: 1 for 0.9-12 s. The resulting phosgene contains less than 40 mln CCl4. Catalyst is prepared by heating mixture of SiO2 and Si to 1100-1400 C at p of 10-150 Pa to form SiO vapors in first zone of reactor. In second zone of reactor, SiO vapors are made to contact with finely divided reactive carbon with surface area of less than 200 sq. m g at 1100-1400 C.
