PROBLEM TO BE SOLVED: To improve editing which uses picture switching or resolving. SOLUTION: A picture editing unit 300 examines a variable image indicating the current display on a display unit 400 when a changeover switch 204 is instructed to switch the displayed picture, and switches to the picture different from the picture indicated by the variable image of two pictures. When the variable image displays a mixed display of the two pictures, the switch switches to display a smaller one of the display ratio.
