PROBLEM TO BE SOLVED: To provide a monitoring system capable of transmitting a prompt and accurate information, and acquiring and storing an information having a persuasive evidence such as an image. SOLUTION: The monitoring system comprises a detected image acquiring means, evidence image acquiring means and transmission image acquiring means for acquiring an image of a monitoring area, a controlling means for capturing the image data and applying a predetermined processing to them as well as transmitting required image data, a monitoring means for monitoring the monitoring area by the required image data, and a transmission means which is a medium for transmitting the required image data from the controlling means to the monitoring means, wherein the controlling means captures the detected image acquired by the detected image acquiring means and evaluates abnormality of the detected image to specify a location where the abnormality has occurred, controls the evidence image acquiring means and transmission image acquiring means to track the abnormality occurrence location, captures an evidence image of the abnormality occurrence location acquired by the evidence image acquiring means and a transmission image of the abnormality occurrence location acquired by the transmission image acquiring means, and compresses and stores the evidence image data as well as compresses and transmits the transmission image data.
