PROBLEM TO BE SOLVED: To provide a cleaning device capable of more surely removing foreign matters on the surface of a liquid crystal panel including even cullet waste fixed to the liquid crystal panel. SOLUTION: This cleaning device 91 is provided with an image detection unit 104 as a foreign matter detection means for detecting foreign matter information regarding the presence/absence and the arrangement of the foreign matter on the surface of the liquid crystal panel 1, a laser irradiation unit 105 as a laser irradiation means for irradiating the foreign matter with a laser beam 11 based on the foreign matter information and a cleaning unit 101 as a foreign matter removing means for removing the foreign matter from the surface of the liquid crystal panel 1.
