PROBLEM TO BE SOLVED: To reduce an influence due to a projecting part formed on the surface of a substrate caused by impurities contained in water and the atmosphere used in a cleaning and a drying stage and containing at least one of C, O, Al, Si, Fe, Cu, Zn and Zr to avoid a product defect. SOLUTION: The height (Rp) of the projecting part adhered to and formed on the surface of the substrate for an information recording medium and containing at least one of C, O, Al, Si, Fe, Cu, Zn and Zr is controlled to be the height by which no hit is generated when at least a recording layer is formed on the substrate to form the information recording medium and a slider provided with a recording and/or reproducing device is floated and run on the surface of the medium and/or the height by which no error is generated when recording and/or reproduction are performed.
