PROBLEM TO BE SOLVED: To accelerate oxidative reaction of water with holes by lowering an energy potential required for oxidative reaction of water and utilize rays and weak ultraviolet rays in a visible light area contained abundantly in indoor lighting. SOLUTION: A photo catalyst layer and an oxidation catalyst layer are laminated on the surface of a base material. The oxidation catalyst layer accelerates oxidative reaction on holes generated on the surface of the photo catalyst layer by its photo excitation.
