PROBLEM TO BE SOLVED: To automatically detect faulty locations such as communication interruption including equipment, which does not have SNMP management softwares, such as HUBs, and to enable responding to a user. SOLUTION: This device is provided with a configuration information storing part 370 for storing the constitution of a communication network to be monitored, an inquiry inputting part 310 for accepting an inquiry from a user, a retrieval plan preparing part 320 for preparing the research procedure of the actual communication network, based on the stored constitution of the communication network and the inquiry from the user, a retrieving part 330 for researching the actual communication network based on the research procedure, a faulty part predicting part 340 for predicting the faulty part, based on the researched result and operation information or fault examples, and a response part 350 for responding to the user with the predicted result.
