PROBLEM TO BE SOLVED: To improve the starting characteristic of engine in an engine having an intake valve driven by an electromagnetic actuator, and keep the engine operation even in the abnormality of a signal system. SOLUTION: A non-normal state including the abnormality of the signal system and the starting state of the engine is detected, and a prescribed constant current is supplied to the electromagnetic actuator as a drive current to properly control the closing retaining force of the engine intake valve.
