PROBLEM TO BE SOLVED: To provide a light and energy saved tunnel excavation device, capable of corresponding to a wide range of stratum conditions and excavation conditions, applying to the excavation of a middle or large caliber tunnel, without requiring large reaction force apparatus and reducing a construction cost. SOLUTION: The tunnel excavation device 100 arranges a plurality of independently operating hydraulic hammers to a cutter head 11; it includes a mechanism 22 for slowly turning the cutter head along a cutting face and a high-pressure water pump device 23; and the diameter of the cutter head is 80 cm to 15 m.
