METHOD FOR TRANSLATING/PREDICTING WEATHER AND STORAGE MEDIUM STORING WEATHER TRANSLATION/PREDICTION PROGRAM

PROBLEM TO BE SOLVED: To provide a weather translating/predicting method capable of highly accurately predicting the weather elements of a local area or elements other than the weather elements up to long time later by using a neural network having a mechanism capable of determining also the structure of a model in parallel with weather translating operation and a storage medium storing a weather translation/ prediction program. SOLUTION: Data concerned with one or more prediction values based on a numerical value prediction model to be applied as the I/O data of a neural circuit network model and weather elements including ground/sky measuring values or elements other than the weather elements are stored as one structure consisting of a plurality of timewise continuous values. The I/O data read out from the structure and the neural circuit network model to be parts are applied to a leaning device, which learns relation between the I/O data and outputs a learned result. The learned result and a prediction value predicted by the numerical value prediction model at an optional data are applied to a translation device, which translates the prediction value into a weather element or an element other than the weather element.
