PROBLEM TO BE SOLVED: To provide a communication service whore a transmission area and/or a reception area are limited. SOLUTION: Assuming that a mobile unit 10 makes registration to areas 41 and 43 but makes no registration to an area 42, then the mobile unit 10 can make transmission and receive reception in both of the areas 41 and 43. However, the mobile unit 10 cannot make transmission and receive an incoming call in the area 42. When the mobile unit 10 makes transmission or receives an incoming call in the area 42, it is considered that a charge higher than a conventional charge may be imposed on the mobile unit 10.
