SOLUTION: A nozzle (8) for applying the liquid ionizing radiation curable resin (3) on a molding mold (2), a base material supply means (11) which brings down a base material (4) on the mold (2) while holding the base material (4) diagonally, a press roll which presses the base material (4) brought down on the mold (2) to laminate the base material (4) on the resin, and an ionizing radiation irradiation means (12) which irradiates the resin (3) with ionizing radiation from above the base material and cures the resin (3) are provided.
