PROBLEM TO BE SOLVED: To provide an image reader such as a hand scanner for detecting the reverse direction operation of a level of hand shakes or the like at the time of manual scanning and thereby preventing image quality degradation. SOLUTION: The image reader is provided with the one and only rotary encoder 1, the movement of the rotary encoder 1 moved in synchronism with the movement of the hand of the operator of the hand scanner is detected in a detection part 2 as the number of encoder pulses, the number of the change of the movement of the rotary encoder 1 within reference time by a reference time measurement part 4 is counted in a counter 3 and compared with the history of the previous reference time left in the counter 3 and a sudden pulse number change is decided as the reverse rotation of the rotary encoder 1 in a history decision part 5. On a scanner read part 7 in which the line sensor output of a CCD is A/D converted in an A/D conversion part 9 and image- processed in a digital image processing part 10, the compared and the result of the comparative decision is reflected by an image data fetch instruction signal and the image quality degradation by the reverse direction operation of the level of the hand shakes or the like is corrected.
