PROBLEM TO BE SOLVED: To provide a tape splice device which is low in cost, high in reliability and prevents interstice abnormality, and a tape-rolling device with the tape splice device. SOLUTION: The adsorption surface of an adsorption block 21 which sucks and holds tapes L and M comprises a main adsorption surface 21M which adsorbs a prescribed area on the edge sides of the tapes L and M and a sub adsorption surface 21S which is formed on the side in the direction of adsorption to the main adsorption surface 21M through a level difference part 43. When tensile force T which causes the interstice abnormality between the tape L and the tape M is added, the tapes L and M leave from the sub-adsorption surface 21S, the air invades in a pressure-reducing circuit which generates suction-and-adsorption force, and then the adsorption force is reduced. The drop in negative pressure in the pressure-reducing circuit is detected, and the equipment is stopped with an alarm given.
