PURPOSE: A time-based flow control apparatus and method is provided to allow flow measurement and control to be easily performed, while achieving improved reliability and durability of flow control apparatus. CONSTITUTION: A time-based flow control apparatus comprises a reservoir(1); an inlet opening/closing unit(13) for opening/closing an inlet section of the reservoir; an outlet opening/closing unit(3) for opening/closing an outlet section of the reservoir; and a control unit for controlling mass/volume of the gas discharged from the reservoir, by controlling opening/closing frequency of the inlet opening/closing unit and the outlet opening/closing unit, per time unit, and/or mass/volume of the gas stored in and discharged from the reservoir per unit opening/closure of the inlet opening/closing unit and the outlet opening/closing unit.
