PROBLEM TO BE SOLVED: To avoid the useless rise of a production cost while allowing a specified spring force changing operation. SOLUTION: A tubular spacer 4 is formed so that an upper end side is retractably inserted into a body side tube 1 connected to the handle side of a motorcycle, and a lower end side is disposed on the upper end inside of an axle side tube 2 connected to the axle side of the motorcycle to lock the upper end of a suspension spring 3. The outer side of the spacer 4 is set in an air chamber A, and a restriction resistance member 6 formed in an annular shape and installed on the outer periphery of the spacer 4 is liftably installed inside the upper end part of the axle side tube 2 having an upper end presenting in the air chamber A. The restriction resistance member 6 comprises a flow passage L allowing an air flow in an clearance thereof from the inner periphery of the axle side tube 2 on the outer peripheral side, and a restriction clearance S in a clearance thereof from the outer periphery of the spacer 4 on the inner peripheral side. When the restriction resistance member 6 is lowered and seated, the flow passage L is closed.
