PROBLEM TO BE SOLVED: To enhance the degree of freedom of the arrangement of a conductive plug while ensuring excellent production efficiency to minimize the use of the conductive plug and to suppress the effect on appearance, earthing properties and running capacity such as operation stability or the like low. SOLUTION: The semi-vulcanized or already vulcanized pin-shaped conductive plug comprising a conductive rubber material is embedded in an unvulcanized cap tread rubber comprising an insulating rubber material so that the end surfaces of the plug are allowed to face to the upper and under surfaces of the cap treated rubber without forming a lower hole.
