PURPOSE: A system and a method for nationwide unifying the use area of a waste bag are provided to offer a coupon ticket printing a nationwide standard barcode for making the waste bag use nationwide regardless of the region, preventing the waste from abandoning illegally, and tracing the forgery waste bag. CONSTITUTION: A central circulation center management server(201) and a city hall management server(203) respectively record and manage the circulation information of the waste bag and the disposable shopping bag while managing the barcode and the coupon ticket for the waste bag and the disposable shopping bag in the nation or in the local administrative district. A waste bag and disposable shopping bag manufacturer(204) manufactures the waste bag and disposable shopping bag by receiving a manufacturing order. A server(205) of a waste bag collecting and processing device stores the barcode of the collected coupon ticket while collecting and processing the waste bag and disposable shopping bag having the waste and transmits the barcode of the collected barcode to both management servers.
