PROBLEM TO BE SOLVED: To efficiently connect a line when a line such as a telephone line is congested. SOLUTION: In this system 100, in the case of calling to a ticket dealer terminal 5 from a customer terminal 1, the terminal 1 is first connected to a line connection control part 10. Then, the part 10 decides whether the connection of the terminal 1 to the terminal 5 can be established. When the connection can be established, the part 10 establishes connection to the terminal 5 from the terminal 1. When the line connection cannot be established, the part 10 performs processing for promoting 'call back registration' to the terminal 1. Then, the part 10 controls line connection in the order to perform 'call back registration'.
