PROBLEM TO BE SOLVED: To easily display potentials of static electricity around a circumference of 360 deg. at a real time by an electric operation, and to stimulate warning. SOLUTION: An input is carried out into a + input terminal of an operational amplifier 4 from a lower end of an antenna 1 comprising a metal rod insulated by an insulator 2 by a protection resistor 3, and an output terminal is connected to a - input terminal to operate the operational amplifier 4 as a buffer amplifier. An output of the buffer amplifier is connected to an analogue output terminal J1-1, and is input into an absolute value circuit 23. When a charged substance approaches to the antenna 1, an output thereof is outputted from the absolute value circuit 23 via the buffer amplifier, a transistor 24 is turned on thereby, an output is provided from the analog output terminal J1-1 or a digital output terminal J1-2, and a light emitting diode 25 is lighted on and a buzzer 27 is sounded to notify the approach of the charged substance.
