PROBLEM TO BE SOLVED: To provide a winding machine capable of facilitating manufacture. SOLUTION: A rotational movement providing mechanism is formed with a sleeve 53 which permits the vertical movement of a spline 9b of a spindle 9 and rotates along with the spline 9b, a cam follower 55 fixed on the sleeve 53, and a cam 59 which rotates around a rotating shaft 57 to make the cam follower 55 perform oscillating movement around the axial line of the spline 9b. The cam 59 is constituted of a drum-typed cam formed on an outer periphery with an endless cam groove 59b which surrounds the rotating shaft 57, opens outwards the radial direction of the rotating shaft 57, and is fitted with the cam follower 55.
