PROBLEM TO BE SOLVED: To provide a base isolating device for eliminating an anxiety that an upper structure is moved by the wind pressure of the strong wind and working even in the case of a small or medium sized earthquake. SOLUTION: This position restoring device is provided with a steel pipe 21 fitted to the foundation of the base isolated building freely to turn, a motor 22 for turning the steel pipe 21, and four wire ropes 25 fixed to the steel pipe 21 at one end 25a thereof freely to be wound around the steel pipe 21 and fitted to each different position of the upper structure of the base isolated building at the other end thereof. A range of the upper structure including the wire rope 25 fitting positions is rigidly formed, and each wire rope 25 is arrange in a direction for taking a balance with each other when they are tensed at the same time. The steel pipe 21 is provided at two or more positions inside the base isolated building.
