PROBLEM TO BE SOLVED: To simplify a refining facility in a method for operating a converter in which dephosphorizing blowing and decarburizing blowing are continuously performed in the same converter with a molten iron returning system. SOLUTION: The dephosphorizing blowing is performed by charging molten iron into the converter 1 from a molten iron charging ladle, and after dephosphorize-blowing, the dephosphorized molten iron in the converter is tapped into a molten iron receiving ladle laid on a truck. After removing slag, this molten iron is recharged into the converter to perform the decarburizing blowing. After decarburize-blowing, molten steel in the converter is tapped into a molten steel ladle laid on the truck. A single combination ladle 12 serves both as the molten iron charging ladle and the molten iron receiving ladle, and a single truck 13 which can support both of the combination ladle and the molten steel ladle is used to transport the ladle 12 below the converter from the charging side of the converter to the tapping side of the converter or an ingot-making side.
