SOLUTION: This device is a disk recording and reproducing device that records the image and voice data to a recording medium 1 and at the same time reproduces the image and voice data recorded in the recording medium 1. In this case, recording and reproduction data 4 to which recording and reproduction are simultaneously executed are recorded with the outer-circumferential area 2 of the recording medium 1 and recording data 5 to which only recording is made are recorded with the inner-circumferential area 3 of the recording medium 1.
