PURPOSE: A horizontal measurement device is provided to allow a single person to set a horizontal point between two structures without help of other person, while improving accuracy of measurement. CONSTITUTION: A horizontal measurement device is set by the steps of installing a reference instrument(9) and an indicator instrument(13) between both ends of a lake filled with water; installing five or six infrared sensors to the reference instrument; installing a water level detector(10) between an infrared sensor light emitting portion and light receiving portion of the reference instrument; processing an infrared light passing hole(11) at the water level detector; converting the infrared signal passed through the infrared light passing hole of the water level detector into an FM signal, and transmitting the converted signal; indicating, through the indicator instrument, the signal transmitted from the reference instrument; and mounting a water level indicator(14) to the indicator instrument so as to indicate the position corresponding to the received signal.
