PROBLEM TO BE SOLVED: To provide a controlling method and controlling device effective for waste disposal inhibiting the formation of an organic halogenated compound. SOLUTION: In this waste disposal method, organic waste is fed to a flow system zone heated from the exterior at the oxygen concentration controlled at 5% or lower, and a pyrolytic gas and carbide are separated and drawn out from the terminal side of the flow system zone while heating the inside of the flow system zone at the oxygen concentration or lower. At least one of the concentrations of the dioxins and the like in the pyrolytic gas or the precursor of dioxin is detected, and at least one manipulated variable selected from the oxygen concentration in the flow system zone, the temperature inside the flow system zone and the residence time of the waste in the flow system zone is changed at the time when the detected value becomes a reference ceiling value or higher.
