PROBLEM TO BE SOLVED: To provide a data recording/reproducing device which can reproduce and temporarily stop program data without interruption in data transmission to a decoder without causing a trouble in the decoder. SOLUTION: The data recording and reproducing device is provided with a reproduction counter 112 counting the value of a time stamp and a time stamp comparison part 111 comparing the obtained time stamp with a count value outputted from the reproduction counter 112. When the count value outputted from the reproduction counter 112 is smaller than the obtained time stamp or when a broadcast data temporary stop instruction is given from a temporary stop control means, data transmission from a reproduction buffer is stopped. A dummy data insertion means is started and dummy data is transmitted instead of broadcast data.
