PROBLEM TO BE SOLVED: To manage a transmitter 3 for transmitting a radio wave for measurement without complicatedness in measuring a lap time of a race of radio-controlled car 1 and eliminate the need of calling participants in the same site for racing in judging the ability of steering the radio controlled car. SOLUTION: The participant of the race purchases the transmitter 3 having an inherent ID in delivery and transmitting it as an ID code signal, and previously registers ID and own information, whereby a registered database is created by a management personal computer 15. The information from the registered database is sent to a measurement personal computer 13. In a race, when the radio controlled car 1 passes near an antenna 6 set in a track 7, the ID code signal is received and converted ID by a decoder 11, a lap time is added, and the name of the site for a circuit in which a race is held is added to create the race data of that day. The race data is again transmitted to the management personal computer 15, and the universal order is determined using a coefficient of correction for each circuit site to create the collective race data.
