PROBLEM TO BE SOLVED: To realize the most suitable program arrangement which shortens the start time and facilitates extension and change of programs with respect to an audio-video(AV) data recording and reproducing device using a hard disk drive(HDD). SOLUTION: An external device connection confirmation processing program 42 which can be carried out during a wait for start of an HDD 10 and a recording and reproducing control program 11 which can be carried out only with the HDD 10 in the accessible state and is largely affected by function extension and specification change are separated from each other, and the program 42 is stored in a non-volatile memory (for example, a flash memory) 41 of a microcomputer 40, and the program 11 is stored on the HDD 10.
