PROBLEM TO BE SOLVED: To facilitate exchanging and maintenance of sensor and communication cable and the like by reducing the number of sensors, boreholes and communication cables, when monitoring in stratum disposal field of waste and the like. SOLUTION: A movable monitoring device 20, provided with at least one kind of sensor or water sampler and the like, is arranged in pipings 10 to 14 placed in a bedrock B near a tunnel 4 and a disposal hole 6, in the inside or on the surface of a tunnel timbering D, and inside a buffer C of disposal holes 6. By moving the monitoring device 20 or placing it at a specific position, the temperature, displacement, strain, stress of the buffer in bedrock, tunnel timbering or disposal space and ground water are measured, the gap of the buffer in the bedrock, tunnel timbering back or disposal space are measured, and ground water in the buffer in the bedrock, tunnel timbering or disposal space is sampled.
