PROBLEM TO BE SOLVED: To provide an internet connection establishment system, that can easily access the Internet temporarily and to provide an internet connection establishing method, and internet connection establishing program and a computer-readable recording medium. SOLUTION: The internet connection establishment system 10 of this invention is configured to comprises a reception section 12, that receives user request information for requesting access to the Internet by a 1st communication terminal 30 via an access system 20 to control access to the Internet from a 2nd communication terminal 40 connected to a public telephone line, with a charging system 42; a transmission section 16 that transmits authentication information for authenticating the user by the access system 20 to the 2nd communication terminal 40, when the 1st communication terminal 30 accesses the Internet; and a charging processing section 18, that applies charging processing with respect to the access to the Internet to the charging system 42.
