PROBLEM TO BE SOLVED: To provide a new thermoelectric material whose workability and thermoelectric characteristic are superior and which can obtain an n-type thermoelectric characteristic according to the characteristic of an inorganic thermoelectric material, to provide a thermoelectric element, and to provide a method of manufacturing the thermoelectric material. SOLUTION: In the thermoelectric material, an organic thermoelectric material and the inorganic thermoelectric material are integrated in a dispersion state, the organic thermoelectric material is selected from among polyaniline or its derivative, polypyrrole or its derivative, polythiophene or its derivative, a polyphenylene vinylene derivative, a polyparaphenylene derivative, a polyacene derivative and a copolymer of these material. The inorganic thermoelectric material is at least one kind selected from among a Bi-(Te,Se)-based material, an Si-Ge-based material, a Pb-Te-based material, a GeTe-AgSbTe-based material, a (Co,Ir,Ru)-Sb-based material, and a (Ca,Sr,Bi)Co2 O5 -based material.
