PROBLEM TO BE SOLVED: To provide a boiler having a combustion chamber wherein combustion gas is circulated, which improves combustion performance and keeps generation rate of CO or soot at a low level. SOLUTION: The boiler is provided with; the combustion chamber 6 enclosed by a combustion chamber wall consisting of a number of water tubes 5 which are disposed so as to confront the combustion chamber; and a burner 1 which injects fuel toward the combustion chamber from above, widening toward the end, while also blowing combustion air toward the combustion chamber, so as to form a substantially conical flame in the combustion chamber. The upper space in the combustion chamber 6 is rendered to serve as the circulating area 11, and the lower space, as an exhausting area 12. A portion of the water tubes 5 which constitutes the wall and confronts the area 11, is blocked with fins 8 each of which is disposed between the adjacent water tubes 5. A portion of the water tubes 5 which constitutes the wall and confronts the area 12 is provided with outlets 7 formed by opening the adjacent water tubes.
