PROBLEM TO BE SOLVED: To stably electrify an image carrier and to prevent a staining phenomenon from occurring. SOLUTION: This image forming device has the image carrier and an electrifying roller 11 disposed to freely rotate in contact with the image carrier. The roller 11 is equipped with a conductive shaft 11a, a rubber elastic layer 11b formed around the shaft 11a and a surface layer 11c formed around the layer 11b. The layer 11c is composed of either of aliphatic isocyanate and aromatic isocyanate, insulating organic resin material and electronic conductive material. Since the layer 11c is formed around the layer 11b, the resistance value of the roller 11 is not remarkablly changed by environment, and the image carrier is stably electrified over a long term.
