PROBLEM TO BE SOLVED: To construct a telephone conference service system by using a general public telephone line network even without exclusive telephone line network. SOLUTION: In respect to a call from a conference participant subscriber, an operator confirms whether a telephone number is previously reserved or not by a telephone number confirming terminal A5 and after confirmation, the line of the participant is connected by turning on an incoming switch A3. After a conference network is constructed, the operator makes automatic an automatic/manual switch A4 for enabling the participant to on-hook an arbitrary line in the end of conference, the operator gets apart from the conference network by operating a confidentiality changeover switch A7 for disconnecting an operator telephone set and afterwards, the conference is started.
