PURPOSE: A method of manufacturing active carbon nano-fibers by electrostatic spinning, oxidizing or carbonizing a petroleum-based pitch is provided. Whereby, the carbon nano-fibers are excellent in flexibility and electrically conductive property and active carbon nano-fibers also enable fast absorption and desorption of an ion. CONSTITUTION: A petroleum-based isotropic pitch as a precursor is dissolved in DMF, filtrated to produce 50 to 90% by weight of a pitch solution, which is treated with an electrostatic spinning method to produce a pitch fiber web with a major axis of 4 to 6μm and a minor axis of 2 to 3μm. Thereafter, the pitch fiber is heated at 200 to 300deg.C while supplying compressed air at a flow rate of 5 to 20ml/min and stabilized at 300deg.C for 1hr, the stabilized fiber is heated at 700 to 1,000deg.C in an inactive atmosphere(N2, Ar gas) for 1hr to produce carbon nano-fibers with a major axis of 3 to 4μm and a minor axis of 1 to 2μm.
