PROBLEM TO BE SOLVED: To prevent the problem that a (congestion) state that it is not possible for a device which receives a large amount of traffic from one certain transmission origin to execute processing due to the traffic from the transmission origin. SOLUTION: A certain request is digitized using a function such as a hash function based on the address or the contents of data and the time, and each request is assigned to respective storage device 4-j (j=1-n). In this case, the same value is returned to the requests of the same transmission origin, and another value is returned to the other requests by probability (n-1)/n. Then, each of the storage devices 4-j returns a certain amount of traffic to a receiving server. Thus, the time is added as a parameter so that access from the transmission origin whose probability is turned to be 1/n can be validated after the lapse of a fixed time. Therefore, the request can be prevented from being permanently unaccepted.
