PROBLEM TO BE SOLVED: To embed different information into a vector map so as not to be noticed visually. SOLUTION: This is composed of a vector map file read-in portion 1 for reading-in a map file before data embedding, an embedded data storage portion 2 where an embedded data is stored, a data embedding portion 3 which receives a map data from the read-in portion 1 and receives an embedded data from the storage portion 2, and embeds the embedded data in the map data, an embedded data take-out portion 4 which receives the map data in which a different data has been embedded, and takes the embedded data out, and a taken-out data storage portion 5 which stores the embedded data taken out from the map data.
