PROBLEM TO BE SOLVED: To overcome problems such that conventional expensive equipment has a system incapable of being installed and brings about many worries concerning the safety of a worker, inconvenience to local residents, an obstruction to traffic and the like. SOLUTION: Suspended matter and a sediment, flowing into a manhole pit, are cleaned by generating a swirling flow through the use of energy of an inflow of waste water. Thus, since the swirling flow is generated at each of the inflows of the waste water, the cause of a malodor can be eliminated; and a manhole can be easily maintained by virtue of the absence of danger from the opening of a manhole lid and a hindrance to road traffic, so that the various problems can be overcome. Additionally, this system can be installed in all the manholes.
