PROBLEM TO BE SOLVED: To provide a betting system in which a terminal capable of being utilized by a subscriber member in common of the betting system via a telephone line is installed in a cash betting place facility located inside/outside a race ground, each member can make a bet with the common use terminal on the basis of his/her own locked account without carrying his/her own dedicated terminal, and in addition, cash can be exchanged with respect to an amount that exceeds an initial balance of the locked account when there is money exchange due to drawing a prize in a winning horse. SOLUTION: This betting system is provided with a means for performing person himself/herself authentication with a member management computer system connected from the common use terminal on the basis of an IC card for user authentication predistributed to the each member and making it possible to perform betting with the locked account of the each member when the each member performs betting from the common use terminal.
