PROBLEM TO BE SOLVED: To provide a bill processing device equipped with an IC card reader/ writer capable of a read and write control of an IC card using a 'take-in system' or a 'bring-close system' by the same IC card reader/writer means. SOLUTION: A communication range limiting means 5 limits the communication range of the card reader/writer means 3 to the range capable of communicating with the IC card 4 brought close to the outside of a front mask 2 while limiting the communication range of the card reader/writer means 3 to the range capable of communicating with the IC card in an IC card holder 11 when the IC card is taken inside the IC card holder 11.
