PROBLEM TO BE SOLVED: To provide a technique capable of efficiently re-issuing a recording medium storing a plurality of applications and data. SOLUTION: This application administration system comprises a registration processing part for registering user identification information for identifying users for administration of a plurality of applications recorded in the recording medium and recording medium identification information for identifying the recording medium in correspondence with each other, a storage processing part for storing the applications or data in the recording medium in an administration organization side processing device when the applications or data in the recording medium are requested for storage, and a re-issue processing part for storing the applications and data stored in the administration organization side processing device in a new recording medium and altering the recording medium identification information in correspondence with the user identification information to the recording medium identification information in the new recording medium when proceedings for re-issue of the recording medium is performed from a user identified by the user identification information. |
