PROBLEM TO BE SOLVED: To solve such a problem that an error in measurement has a tendency to get large in a measuring method and device capable of measuring a moisture percentage of a hydrous material in a short time, and a problem that a long time is required to measure the moisture percentage of the hydrous material to be poor in practical use in a measuring method and device high in precision for measuring the moisture percentage. SOLUTION: A sample S of the collected hydrous material is mounted on a pan 90 to measure the weight of the sample S mounted on the pan 90, the sample S is pressure-spread on the pan 90, the pressure-spread sample S is heated thereafter to dry the sample S until the sample S is brought into an absolute dry condition, weight of the dried sample S is measured, and the moisture percentage R of the sample S before the drying is calculated based on the measured weights of the sample S before and after the drying.
