PROBLEM TO BE SOLVED: To improve an abrasion-proof characteristics and design characteristics of the inside and outside surfaces of slats. SOLUTION: A shutter 1 comprises a shutter plate 3 formed by connecting together a plurality of slats 2, guide rails 4 and 4 for guiding both the side parts of the shutter plate 3 and a shutter box 6 in which a winding drum 5 for winding the shutter plate 3 is housed. Paints 12 and 13 in which fluorine powder 11 is mixed with micro resin beads 23 are applied to the front surfaces and the back surfaces of steel plates to form the slats.
