PROBLEM TO BE SOLVED: To improve on internal combustion engine restartability after a stall. SOLUTION: The internal combustion engine valve timing control device capable of changing the timing of intake valve closure is provided with a timing control means (step S2). The means changes the timing to an advance position in the case that a possibility of stall is determined to exist in an operating engine, where the intake valve closes earlier than in case no possibility of stall is determined to exist.
